As active assailant situations continue to plague communities across the country, we’re seeing new standards for hazard identification, vulnerability assessments, incident management, and incident recovery.
NFPA 3000™ (PS), Standard for an Active Shooter/Hostile Event Response (ASHER) Program, addresses management at a command level, competencies for first responders, and incident recovery. The standard was initiated in December of 2017 and is being developed under the NFPA by a committee of broad-based technical experts with input from first responders and the public.
NFPA 3000 will set the response standard for an active shooter or hostile event as it relates to:
• Risk assessment
• Planning
• Resource management
• Organizational deployment
• Incident management
• Facility readiness
• Finance
• Communications
• Competencies for law enforcement
• Competencies for fire and emergency medical services (EMS)
• Personal protective equipment (PPE)
• Training
• Community education
• Information sharing
• Hospital readiness
• Recovery
Furthermore, NFPA 3000 addresses the need for a unified command. Unified command exists when multiple response agencies arrive at a large-scale event with significant resources. When these agencies arrive, it’s critical that they work together and within the same command structure. It’s not as simple as it appears on the news. It’s important for these agencies to plan and practice their response to these types of incidents. Without practice and preparation, the situation will remain uncontrolled and responding personnel may be under-utilized or choose to freelance by responding independently and on their own.
The recovery process which begins once the threat has been removed. It can be a long and complicated process, and always requires a great deal of operational efficiency and oversight.
You’ll Need to Act Now
Understanding the impact of NFPA 3000 on your organization is crucial. There will be required changes and upgrades for electronic safety and security systems, such as mass notification. The impact on mass notification systems alone may be significant. It’s the vital link for occupant awareness and can tell occupants how to react based on the incident location, whether the incident is moving or evolving, and how to get away from immediate danger. It must be heard loudly and clearly in any part of the building or campus.
